the Bourbon party, telling him to not be discouraged by the rumors that the Bourbons
would be restored, expecting goodwill from the Sovereign and observing the lack of con-
flict between the interests of Parma and Austria. 1

the inquietude that the rising rumors about the reinstatement of the Bourbon family must be
causing you.
“
. . . Anyway, whatever the future destiny of these States might be, I am convinced that the
Sovereign who will rule over them will have to show goodwill toward the Department, and to
all those who have cooperated with him in restoring order, and to the good administration. . . .
[I]t is not so easy that the interests of the Bourbon family should come into conflict, concerning
the State of Parma, with the interests of the House of Austria. . . .”
