Even before the US entered the war in May of 1917, Roosevelt began to organize officers to
recruit a division of volunteer infantry to fight for the Allies, but when he wrote to President
Wilson for permission on the 18th of May, the negative reply forced Roosevelt to abandon his
efforts.
