A SCARCE AND UNUSUAL
NARRATIVE
.
Born in 1850 near Harper’s
Ferry, West Virginia, young Arter actually wit-
nessed the hanging of four of John Brown’s
co-conspirators. When Emancipation came a
few years later, his mother moved the family to
Washington. Her new employer offered to edu-
cate Jared and his brother if they indentured
themselves to him until they were 21. Arter
eventually earned a PhD from Pennsylvania
State College.
