Referring to . . . the question of loans by the

Reconstruction Finance Corporation, it was never

intended to cover such items as suggested except

insofar as it enables the banks to do their duty by

their people. The Home Loan Discount Bank,

however, is directly proposed for the purpose which

you mention . . . . I am in hopes that we may yet

get it through this session.”
