Estado me dice . . . S.M. ha tenido á bien conceder á los estrangeros que se

habian alistado en las banderas de sus subditos insurgentes de las provincias de

ultramar, señalándole con sus respectos á los ingleses.

Prints the text of the 24 August 1820 royal proclamation which extended amnesty to captive

Englishmen who had participated in the revolution. Bangs as an American was not apparently

covered by this amnesty; he remained under Arredondo’s forced employ until Arredondo fled in
